I get the following error when attempting to open the help file from the directory its in;
And can't open it at all from the SF menu. No error messages occur from SF - nothing happens at all when I click on "Help" or press "F1"

if "E:\" is a network drive, you can have problems because of WinXP SP2 introduced protection mechanisms. The network manager have to lower the security related stuff with chm files (which for sure he will not do), or copy the file on your local drive.
if it's on your local drive (may be a partition) right click on your file and in properties stuff lower or give your self more rights on the file (if you are admin of your computer of course).

I have tried Un-installing from E:\ and re-installing to C:\ with the fault not changing
