Guestimate (educated one tho) is that a single ground could be connected as they will most likely be internally connected to the metal can, easy test is to test for continuity ftom one ground to the other , if they are short then only 1 definitely needs a ground connection

7 bit ASCII is easy enough , depends on what your aiming to do 7 bit ASCII is the same as 8bit only without the other codes Ie highest 7 bit ASCII is 01111111

depending on the ARC you want if its a quater circle look up Bresenham cirlce algo and only iterate a quarter. It's always a good idea to pop a delay at the beginning of your code to let the pic settle. A few hundred milli secs will do it.

TTL levels are 5v logic 1 and 0v logic 0 and are inverted when compared to RS232 levels of +12v and -12v.
